your work partner or bf ? since this is other person chart, i can only said he has very strong negative output element, you can search and read  the characteristic of the people who have strong negative output element and currenly he is still in negative LP. 2027 will be a turbulent and major changes for him. On the positive side  that bad turbulent year can make him change to become a better person. When he can become a better person of course "the luck" is easier to get. Because ji chou and wu zi lp are good LP for him. When people are in good LP their mindset and character will become more positive.

What you said is really comforting, and accurate it's a bit scary  because I do have problems with my parents despite being an only child. My degree is long overdue, but I can't seem to get it even though I'm just one thesis away.
I admit my 20s is ridden with financial problems. Money just quickly comes and goes. I hope things will look up to me in my 30s?
